If you have medium or high security prisoners in a area where you have no vision, the "riot temperature" is a LOT lower then normal. This means that if they have some moderate needs and see an opportunity to possibly escape through a riot, they will try so.

This can have multiple reasons. Does the error show any more information?
First thing I'd suggest is re-installing the game. One of the reasons could be that you are missing some DLL files.
