The garbage and delivery zones only work on the left side of the road. This cannot be changed by any mod.

Based on your screenshot, the issue is that the game does not see the door. All you can do is try to dismantle the door, save the game, exit Prison Architect, restart the game and load your save file, then place the door again. Since Alpha 15 it might take a couple of seconds/minutes before the game...

Put the kitchen on minimum security as well.
