Try deleting your Prison Architect folder in your steamapps/common after uninstalling the game, then reinstall it.

Maybe this will make it to easy. Sure all cell doors can be unlocked but to have all prisoners handcuffed instantly is to much. Reasonably they would have to be cuffed by a guard, but since there is no time they should just be unleashed uncuffed. It would make it much more interesting for the priso...

I know, fires are way to rare right now. However, i think the probability of fires will only be increased in the future (Chris mentioned that eventually prisoners will use lighters to start fires.)

As neale1993 said, try using the dismantle object button. If all else fails try using fire (metal detector + shower) or edit the save file.

As of now, when there's a fire, there isn't much you can do but to unlock the sector and hope the prisoners and staff run out, unfortunately this doesn't happen too often (at least not in my prison) and a lot of people end up dead. I had this problem as well, i fixed it by deleting the appmanifest files in the Steamapps folder and reinstalling the game.
