Thats not unusual. Some prisoners are transferred around. Just treat as that, youve taken in an intake of prisoners from elsewhere. Perhaps they have less capacity than you and are offloading those who are nearing end of tenure, or they no longer have the capacity for Low Threat prisoners and so on...
