Some sort of processing or prisoner pipeline has been suggested before. I think your idea can join those. I even expect prisoners to take special schedule in processing for some time before being actually placed in a cell and set into normal daily life. (Medical check, etc.)

I think in the future, to remain true to the real world (a little, as too much realism is not good), each Foreman should be able to oversee a large (anything larger than 12 squares) construction or utilities project to boost the speed. Then, having multiple foremen would be beneficial.

I agree that all guards nearby should try to break the fight automatically without waiting for player input.
Maybe severity of a fight could affect the response range, with a full riot calling in every available guard, even those in the break room.

Alternatively, you can right click on doors to manually open them without the need for a guard. This is my strategy. I put jail doors in any room that could potentially be accessed by prisoners, but keep them locked open most of the time. This works better than staff doors or ordinary doors in the ...

A good idea that should be implemented into the game. It can work really well as a level or scenario editor.
It doesn't mean less challenge, though.
