I'm afraid both of those points are wrong.

Telephones work as long as they are in a zoned area. And common rooms work fine too.

I would say 99.9% of build orders I issue are completed without any issues. And that's ranging from large buildings, to long pipes/cables/walls.

And if there is a pathing issue it's not a huge amount of work to cancel/re-issue the order.

Just to mix things up even more, cells don't even need to be 2x3 to be used you can just have a 1x2 cell area with a bed and a toilet on the same square, and prisoners will get assigned to it and stay in it, and will use both the bed and the toilet when needed.
