I would rather it be that each cell block gets its own regime if you so choose. That way prisoner movement can be customized, especially if the player could define what exactly a cell block was by selecting which cells in a building apply to that.

I vote for simulation systems. That seems like something that needs to be here as early as possible in order to better see what happens to the game as objects and tools to interact with the simulation are added.

If a sickness system ever gets added in it would make players get the choice of how long it will be until the next time the sheets and clothes are washed. The longer you go the more you risk sickness.

I found something better with a little experimenting. I don't like the idea of prisoners getting guns so I've been working on making shooting galleries. The costs to the player for trying to run drug tests on prisoners would be easy enough. You can already abuse the punishment system. Take a prisoner and escort him to a solitary cell, lock the door, leave him in there for as long as you like and his supression rises.
