Hey, I don't want to be the bad guy (again) but most of the time the first to launch is the one that will lose ... Do your mod at least group missile launches ? .... if no, it's really useless .... happy new year :) it makes for epic naval battles, and does not change the normal function or purpose...

It is possible. If you play as one nation controlling two areas, you could manually target areas near cities and near your units to be nuked. Instant Launch Mod by BMN
I have here an instant launch mod. There are no cooldowns at all (except for anti-sub mode on carriers, and air defense mode for silos). This greatly changes gameplay.
I couldn't figure out how to upload it on to the net
