I can usually planon mine being about 30-35 minutes, it seems fairly consistant that way, but it feels like 15!

Makes sense, they all have dates after teh game was released, so tey must be on the fly files. I guess if the game worked before they were vreated, it should work witht hem gone.

So what do all the files labeled as "synclog (a date and other numbers/letters)" do? Are they neccesary for the game to run or can they be deleted safely?

In a six person game I've won as everything except Europe, which I seldom play as anyway. The more I play, the less a given territory seems to make a differance.

I'm guessing that Glastonbury is either the place IV is based out of, or fairly close to it (us Yanks aren't the best at local British geography ). If it is that close, you could try just going there and asking.
