Suggestion: Add AWACs launchable from both carriers (give a carrier 1 AWACs) and land bases (land bases 3) with the same radar as a fighter (okay, unrealistic...) but engagable only by fighters, not by air defence. No weapons. Pure scoutage =)

I'd say it wouldn't count for submarines, because these subs are mostly likely to be firing missiles like TLAM-N and so won't actually be going into the atmosphere. Well, they could equally be firing MIRVs, but that would be a nice way to get round the little sub fact...
