I think this is an area where gameplay trumps realism. The way they currently look, it's much clearer what they do, and people would probably just be confused (And mixing the two up) if they looked too much like the riot police.

Completely random - are you running a prison in the US or the UK? The death row and guard uniforms, as well as the currency, make it look american, but the riot police/paramedic uniforms look british. Also, the forums seems to refer to it as a british prison system. I know the devs are british, but...
