Also, you can make it more difficult for your prisoners to quality for parole by adjusting the parole policy. I got desparate once and just didn't schedule any parole hearings. You can create cell blocks where every cell has a window to the outside. Think of a long hall with cells off to either side.

Laundry: You need to allocate your cells into cell blocks. A cell block is a group of cells with doors that all open onto the same foundation with no other doors on the foundation between them.
