Also, you can make it more difficult for your prisoners to quality for parole by adjusting the parole policy. I got desparate once and just didn't schedule any parole hearings. But the best solution is quantity. The more prisoners you have, and the more time they have to servre, the more opportunity...

You can create cell blocks where every cell has a window to the outside. Think of a long hall with cells off to either side.

The Low FPS on the deployment screen has been marked as "resolved" in the Mantis bug tracker. I assume that Alpha 36 will have the correction.

Do you have any mods loaded?
Does your regime look normal, or is it set to 100% lockup and/or sleep?
Do your prisoners have handcuffs on?

Hint: For future note, use a subject that indicates the nature of the post. "Prisoners won't leave cells" might be better than "Massive Bug".
