I've found ways to construct prisons so that the cell grading system is mostly a non-issue. What I don't really understand is the point of the cell grading system. I'm not clear on what it is supposed to accomplish. It really doesn't do a good job of moving the better behaved prisoners to the better...

For SuperMax I watch prisoners in Solitary. If a prisoner's Security rating drops to -5, he goes into Supermax and stays there until the Security rating goes above 0. You will have to move the prisoner to a different cell. Or send the prisoner to solitary confinement.

This kind of punishment -- removing visitation rights from a prisoner -- is actually counter-productive in the game as it is. The prisoner's need for Family will just be higher and the prisoner will be more apt to cause problems. I'm not against the idea of being able to punish a prisoner like this....

I was thinking about the number of cell phones stolen from offices. After my cell got stolen 7 or 8 times at work, I think I'd find a good way to keep track of it!

A prison needs distance between the outer fence/wall and the inner fence/wall, to prevent thrown contraband. I just make a mistake with the clone tool that resulted in wall segments being hidden by items placed over them. I had to use the destroy wall tool and watch for where it was green to figure out where the hidden walls were. I'm guessing this is the sort of thing that could really mess up the routing...
