I just want to know how Literacy (need) works. Because apparently working in the Library requires a Foundation Education Course, which is ten days plus the time it takes to research and build a classroom. So apparently they can't even get books in working order until a person has passed that course....

Bunk beds are quite appropriate. In fact, they should be the norm, with single beds improving the quality of the cell (seeing as I've always seen bunk beds whenever I've seen prison movies).
