No, they're not. The Steam version is DRM'd, and validates itself against the Steam server every time you run it, so you have to have an internet connection fully paid up and online all the time to play an offline game, which you can only do whilst Valve like you in any case.

Just don't try visiting Quintara with a bunch of Automatons. They 'aint so "we live at peace with nature" when the're confronted with 7 foot, steam powered war machines...
