If you have no prisoners in your prison, all doors are unlocked. Where no prisoners are, there cant any escape. They will close when you got your first intake.

your local folder name doesnt matter. Well, there are some mistakes in it. Sleep and Lockdown arent equivalent. Lockdown does the prisoner suppress, while sleep it doesnt. the "Foundation Education Programs" allows your prisoners to work in the library, important for the litaracy need you forgot that the parole also can be out...

no there is no way to cut it off. After playing analyzing a while im just ignoring this. sometimes prisoners are assigned to holding cell obviously there are free cells available.
