with PA you can place any volatile into the super max facility ... armed guard, different regime, indoor yard etc. best to place instigators into a seperate regime as well. xlr, you need to place 10 chairs in your execution room. Its an unlisted and unchecked room requirement, .... but it still checks if the puppets are seated.
I have not executed anyone, so not sure if it works, but afaik .... it should.
