Replace all "mailsatchel" with "Garbage" in the save file. It's the mail room bug.

It's very possible to make legendaries happy. It's all in regime management and locations of objects and rooms. I can go several days without incidents and I can have 2 plus legendaries at one time (They live on the same schedule as the rest of the prisoners do too). To me it's another game mechanic...

If you have a mail room you have it. Make sure you are spelling it right.
I've had to do this two more times since I last posted.

It's a bug. Someone figured out that you need to edit the file and replace all of the "Mailsatchel" with "Garbage" and it will be fixed for a while.

I have several legendaries and they rarely ever kick off. Try playing the game better and find a way to make him happier. Think of it as a challenge!

I have the same issue. I have two mail rooms and both are nearly full of satchels.

So I was letting my current prison run to get the number of inmates down. I tried to load the same one again this morning and the game crashes as soon as I load it (the prison pops up and it makes the loaded sound, then it crashes). The auto save file does the same thing! Hi. I have zero shower zones in any of my prisons and they work fine. I usually just drop a shower head in the cell with a drain at the door. Works great for me

Unless you're devious like me. I had an extremely quick one knock over a guard, steal a shotgun from the armory and bolt for the exit before I could even deploy more guards.

I was able to do one execution and now I have the same issue. Failed 3 times. All of them just stand outside of the room.
