The contraband needs an option to filter high-risk contraband (weapons etc) versus low-risk items.

Eliminating throwing is easy; just build a fence around the facility.

Noise would be an interesting feature.

Noise would distract guards, making them tired, and narrowing their span of attention.

Outdoors only. Prisoners can be assigned here to plant and harvest vegetables (cabbage, potatoes, etc), which are sent to the kitchen.

Behavioral therapy should be available for every prisoner, reveal each prisoner's reputation, and make them slightly happier.

I would also like to have a new policy called Background Check, which would reveal new prisoners' reputation on arrival.

New object suggestion: Electric organ.

The Priest can play the organ, to make everyone in the room happy. Prisoners can also learn to play the organ.
