if you set your laundry to shared in theory it would get some of all security level prisoners who have access to it and hence would be able to deliver. in practice however i've found it more effective to have a diff laundry for each security group. Yeah, the fact you can transfer your prisoner in via the "names in game" screen makes that void

Hearses are generally a problem in Prison Architect, for some reason. They just endlessly come, though I know not why they won't pick up dead people.
