It's a bug and it's been assigned in mantis. It will probably be fixed in the next update.

You can't disable the intel graphics on a laptop, because the laptop is probably running switchable graphics. When its plugged in it runs on the good card, when its not it runs them on the crappy intel ones to save battery. Try setting it to manual instead of automatic. (bios option)

Pretty cool but it would have been nice to see some more bugs sorted out. My bunk bed prisons are descending into anarchy because of no clean uniforms.

The amount of system ram seems to have the most effect on the game's performance for me. My typical prison is in the 15-1800 range and I don't usually have these issues on this computer with 32 gigs installed.

On my laptop that only has eight gigs, the same prison will run at about 5 fps.

The ram is your bottleneck. I'm running basically the same setup, except I maxxed the motherboard out at 32 gigs of ram; I experience no such slowdowns and the prisons I typically design are in the 15-1800 range.
