I think in any case workers don't start jobs in unsafe areas - with blocking reason: 'not safe' or something like that.

I'd rather have that time invested in better pathfinding (why are my workmen all hanging around the delivery area when there are more jobs than active workmen) than in speed upgrades - also from a realism pov, workmen would not start running with a wheelbarrow / cart..

Keeping track of individual prisoners is hard enough as it is - both because it seems not to be the goal of the devs, and because they move around so much without direct control. I am guessing the only contraband entering via the shop is in the boxes of goods delivered to the shop. In those boxes contraband is hidden - but prisoners afaik do not pay for that - at least not via ingame currency.

In any case you could try to negate the exploit by including a penalty for overcrowding in the valuation. Penalty would need to be at least offsetting the extra income you get from the surplus prisoners. As the different categories min/med/max/deathrow have different income levels, take the highest ...

It would be a bit more realistic if there is a non-prisoner present (otherwise why wouldnt shop be looted?).
Also, you don't have constraints on your work schedule that you need to take into account to make sure shop is open.
