The only non-photoshop recommendation that I've seen is GIMP.

I used 150ish spare tiles for my Deployment Lines mod and merged in the Road Materials mod - there aren't many spare spaces left! I haven't tested it yet but it may well be possible to use a larger tileset.png (beyond 2048/2048) for compatibility between groups of mods where all the tiletsets are me...

I think a food to cell service is also good, protective custody and supermax roaming freely for food/other stuff just seems like a bit of a recipe for disaster.

I personally don't see much point of it's inclusion in the game if it's not going to be enabled in sandbox mode.
