it has worked in the past...but i think its function was broken when reform programs where added in...not 100% sure though

what we really need is just the ability to zone places as multiple things
for example: having a canteen that is both min and med but not max or like your guys example where a cell block is unlocked and staff only while building

quick fix for this..if you know a tunnel is there build a toilet in this exact spot..once its built disassemble it and it will reveal the whole tunnel

Yea i downloaded this prison and there is definitely something wrong with that whole section up there...guard patrols work but deploying guards there causes them to just stand around somewhere in the prison....found a few guards "stuck" on walls but moving them didn't seem to matter seeing...

I expand this map to left, up and down few times, and to right 1 time. this might be your issue....i have had similar issues when loading large prisons (my computer is kindof crappy) my solution was to pause the game immediately after loading and open the deployment tab and wait for all the colored...

another thing you can do is start "dumping" the excess uniforms from the laundries that have to much..forcing new uniform deliveries and they should now take them to the right places

its not entirely useless...prisoners are more likely to do bad things when not being supervised (covered by fog) so the cctvs help reduce/eliminate these unsupervised areas
