It does not need to be efficient, but that prisoners now go themself to their cell is very strange. It makes no sense. They really should be escorted if they switch cell.

max is for low around 50, mid around 150 and max around 300, if you need more, you need to cheat, also rising up to 300 can take long (100 days), so you might like to cheat to get there.
