The prisoner suppressor is just doing a regular check to find nearby prisoners, and if it finds any it changes their needs / statuseffects. After the advice to change the Add Hour button to Skip Hour, I have done it. Unfortunately I don't currently have time to update it, so beware that Steam and PA will still say Add Hour. Steam has to do this automaticly, i wouldnt know that u can force/invoke the download. (in downloads its often merely labled as "Workshop Content")
