No, he's on about workshop jobs too. If the Deliveries area is secure, sheet metal jobs get assigned to prisoners rather than workmen. So long as Deliveries isn't its own zone your workmen will continue to move the sheet metal and allow your prisoners to keep working on their machines.

This is the one the player took.
That workshop cannot have prisoners assigned to it unless you add a door to the north opening of the hallway directly north of the workshop, so that the workshop is no longer directly adjacent to a cell block.

You actually shouldn't block off your Deliveries area at all. Notice how nobody's moving your sheet metal to the workshops? That's because that's a prisoner's job now. Well, I didn't witness any escape attempts, but I saw plenty of unruly prisoners. It can't be your kitchen workers trying to break out, because they're obeying the Staff Only zone there. Work rooms adjacent to cell blocks
I've recently discovered that turning a hallway connecting a workshop to a cell block into its own zone (as opposed to part of the cell block) was required to assign prisoners to the workshop. Has anyone else encountered this behavior, or can they repeat in a different prison?

He's saying it's space-efficient. I suppose he's of the school of thought that things that dedicating floor space to ease of transit is a waste of space. No word yet on how he feels about highways...

I'd say 1.2 megabytes would be a more feasible upper limit... Considering how the saves are already one or two megabytes, it's not ballooning it that bad. There's still the cost incentive, which was the only reason we had to use small pipes before Alpha 13. I just don't think prisoners tunneling through large pipes is a large enough concern to add in a new item to combat it. I love the planning tool, and I'd love to see it expanded. A general "plan object" tool would be good. I'd like a text label function, but I could live without it; my memory is bad, but it's not that bad.
