Every prison is going to require two meal times since the prisoners get hungry during the day. You should be able to manage with even fewer cooks: sixteen should do the trick for your prisoner count. Have you done a test where you extend the Eat time and see if all of the food eventually gets taken ...

Nope, not without editing the save file (and even then you'd need to do that every day). Whether you're open to one category or three, you'll get the same amount of prisoners.

You need to not count the door as part of the cells. Once you unzone the door, it will meet the Enclosed requirement.

Just to point out: it's not a recent change that prisoners will pick up sheet metal. They've always done that if the Deliveries area is secure. If you're going to secure it, then go ahead and put it deeper inside the prison (not too far, just far enough in for your security needs). Otherwise, you ca...

The TVs require direct power though: a cable running through them if I remember right. Since I doubt anyone has done that by accident, that's not likely to be what caused it.

I don't like the idea of artificial restrictions... there's no real reason you wouldn't technically be able to put, say, toilets in the canteen (yuck though). It's probably an oversight. Even if you remove the punishment for something (like how I removed the punishment for having Tools in my prison), the prisoner still sits in handcuffs until a guard escorts them back to their cell.
