That's because the tables are of the free standing type. The kind that's normally on wheels and are normally accessible from both sides.
I admit that it's strange that the tables aren't accessible from both sides, especially for resupplying them.

The install folder is supposed to be read only for all but installers. So that's not the correct place for the config. My documents is for files the user explicitly create. The config file isn't that either. The roaming applications data folder is for stuff the application needs to track, but the us...

This shows another degeneration of the parole quota. The optimal strategy will now be to keep the limit below the chosen limit. A fixed penalty trigger only means that you have to recalculate the optimal value depending on your current population size.

You do realize that you need to sign up separately for the bugtracker right? Only the outer layer of password protection, the HTTP Auth one, uses your existing credentials.

I am of the opinion that technicians should be better and more expensive. It should be a meaningful choice if you opt for a higher quality or not. Settle for cheap or pay extra for quality? Generic staff or specialists? Those are meaningful choices with pros and cons.
