What about an antivirus? The only thing I can think of is some system tool or system process which is preventing PA from running - something that makes your situation different from all the others who don't have the issue of PA.exe not finding or being able to create properly the preferences.txt

I did change that, and it seemed to help for some reason - I guess having STorage opens somehow allows the prisoner AI to 'path', even if they never actually take the items to the storage itself. Kind of odd, but whatevs!
