Yeah this happened in Alpha 5 too. I've found the best way around it is to construct the perimeter fence in pieces. So only the north side first, then west side, then the rest. Alternatively, you can build say the kitchen on the western edge of your land, and let that form the basis of the perimeter...

Seriously, try the regime I described in a max-sec only. I had to expand my morgue and had 3 doctors before I just gave up on it. My problem with that is that I'm artificially increasing the game difficulty by doing that. Yes I could use your regime schedule but I could also just remove all the TVs...
