You only get ingredients for your current prisoner count everyday at midnight (and pay for it) if you count the totals from all the boxes you will see that on default food settings you receive 2 ingredients per prisoner you have. I think it would be cool if people could designate a jogging path for the prisoners to use, they would be able to use it in yard time or during free time. Yeah - they seem to have one on the tutorial map where prisoners run around the yard - but I tried putting a path in and it doesn't seem to work...

I imagine he wanted to give them a bed and a toilet to avoid the spiral of inmates going to solitary being released with all the needs in red and then rioting just to be send back to Solitary
