My suggestion; have as few cooks as possible, and then use Prisoners to serve the food. Maybe a couple of the trusted ones helping the cooks, but being supervised by them.

I think prisoners should be responsibile for keeping for their own cells clean ideally. I would imagine thats how it is handled in rl (with punishments for those who live in absolute squalor maybe). Actually quite rare in UK prisons, although you do get a few who insist they are "gay for the stay."
