Actually. You don't need to do that. All I do is remove the first "column" next to the road, build a fence, and place a door. I don't think you need the fence/door, but I do it because I like the aesthetics. Anyways, using this method you can prevent new prisoners from arriving indefinite...

If this happens to me, and I know that the route isn't in fact blocked, all I do is cancel the instruction with a right-click and reissue it. This seems to solve it.

What if a popup would show for you to pick what to do with the prisoner That would get crazy spammy with more than 20 prisoners. Perhaps have the options set in the Regime screen instead. That would be a great random event... The govt wired ahead to tell you you were getting 8 prisoners. Woops! Typo! 80 . Ouch. Having had a record of 15 prisoners being delivered at once, that kind of intake really screws you over.... Also had trucks just dumping their goods on the road, kinda amusin...
