Perhaps there's a half-way house. Fog needn't be on or off (except as shown in the new screenshot, so that building/planning isn't affected) - but could be gradually increased or peeled back in different times, for whatever reason. I like the idea of inspectors but I think you've got it the wrong way around. They should give you bonuses for achieving above and beyond the tasks set for you. They probably shouldn't absolutely cripple your prison if you're doing badly because that would effectively ruin that game, but they should...

So say you have 10 prison cells, when a guard walks by he will confirm each time that each prisoner is in their cell, but as time goes by without confirmation the color would change from the normal color to a less colorful icon to grey or black, you would still see that icon move around in the cell...
