How about having prisoners generate FoW around them, and guards/CCTVs clear FoW?

So areas where prisoners aren't permitted stay visible, but you need guards in the cell blocks, canteen, shower, etc.

Maybe also have FoW everywhere during a riot or Lockdown?

Just re-enter/re-submit your prisoner entry. The new one will overwrite the old.

If you install a drain below the cctv it won't get damaged anymore.
