Haven't you guys seen prison movies like The Shawshank Redemption, The Last Castle, Midnight Express, etc? Prison staff execute prisoners all the time. We should be able to decide who lives and who dies.
You guys may be running a penitentiary, I want to run a third-world prison camp.

This is incorrect. Prison Architect could, in theory, modify other directories. PA runs as a user, and has RWX access to anything the user does. That includes everything inside %APPDATA%. My guess is that AISetTarget refers to the target that the character should move to. My hunch is that these coordinates point to a location where the pathfinding algorithm can't plot a solution to, and, for whatever reason, this results in the character standing there dumbly.
