well, given how prisons operate, it would make sense to have the ability to do a targeted shakedown of one or more blocks of cells - possibly by a special unit, not just regular guards.

but my point was that only a couple of states actually allow capital punishment and even those have very low turnarounds - very few people are actually executed, compared to how many have death sentences. Your latter point has some validity, but states allowing capital punishment is decidedly more ...
