There's also Andrew(?) Lim and a sound guy (Alistair) and of course Ryan Sumo... So it is more than just Chris developing PA.

Also; I'm pretty sure Mark will be doing more than just voice overs on the videos...

What makes you say that? I'm sure that Johnny did the performance enhancements we saw; that's what Chris said in the release video.

If the prisoner was searched after he managed to return to his cell and hide the drill, it wouldn't have been found on him so would've been thought of as a false positive.

The costs of implementing a scripted heist game like this is well within the reach of Rockstar. Sadly out of reach of Introversion. I'd suggest that is the biggest difference.

Surely you mean lethal and less lethal? Bean bags, and baton rounds still kill people. Not sure if that'd be an interesting game mechanic. You shoot a low sec prisoner for a fairly minor incident or by accident - he dies - you get fined
