I agree, 4 game hours is way too long for a parole hearing. 15-30 minutes maximum, plus trigger the prisoner to head to the parole room 5-10 minutes before the hearing is scheduled would up the efficiency greatly. It would also be nice for the prisoners to be able to go to parole hearings regardless...

I have it even with staff only doors. The guards will leave their posts to "unlock" staff only doors, and this has allowed a prisoner to escape, as the guard decided to go through the three staff only doors to access the deliveries area, then re-enter the prison through the two staff only ...

Sounds to me like it's working perfectly. It's a better system than changing the delivery area to stop the flow of prisoners. I need to start a new game and try this out.

Joe Arpaio is where the idea came from, and I agree with him. Prisons are too soft these days. You make it hell so when or if they get out, they don't want to go back. They've got their basics, shelter (tents), food and water. Prison is supposed to be punishment, not a vacation.
