If you can drop the resolution(haven't ever felt the need to myself), that usually gives about a 10-15% frame rate increase for most games. Running it at 800x600 in a window might help. And try dropping the sound quality to free up some CPU and memory space. Also - yes, that is below the min spec. Y...

I got a meteor shower, a nuke barrage, and a Dark Forest all in one start-up once.
Took 1 AI player down after 31 seconds, and fucked the other one over with the Dark Forest so badly he could never get enough troops together to oppose me. Then I napalmed him. Mmmm... napalm.

I think if the military had taken over the Darwinians, things would be much more rigorously chain-of-command than they are.

They always start at teh same AI level - it looks like they share teh MWGs AI behaviour, but tweaked to account for their entry mode and the FWGs perma-subvertas.
