Not at the moment, but South Africa did have a few nukes in the 80s. Libya has also attempted, somewhat less successfully, to develop nuclear weapons in the past.

As far as I know it's 100 population for everyone. At least that's the way I played it. And yes, changing the victory timer setting to 40% is a good idea. If the timer still doesn't start, you can just tally your score at any point past 3 hours.

Glad to see this challenge isn't quite dead yet, after all! Here are two of my latest debriefs: Asia For starters I sent my fleets south towards Australia and detachments of subs towards South America and the Bering Straits. I needed to get all those boats out of the way before the shooting started....
