I had the same problem, but was able to fix it by reinstalling and patching to 1.42, not 1.43. The only difference between 1.42 and 1.43 is an exploit fix, but I think you can still play with people who have 1.43.
Beats me what is causing the issue, but it must be something in the 1.43 patch.

There was no blackbox.txt file. So, I used to play DEFCON on my previous system without any issues. However, on my new PC it simply doesn't work.
