You can. Open up the folder the mod is in, right click on cities.dat and open with notepad.

Have fun changing around the names. (Might cause a desync on multiplayer though... best make a backup of the original)

This game is the most bug free game I own. And the ships through land exploit isn't even that bad; it's easy to get bombers to hudson/mediteranian to stop the subs.

I think an option to mute a certain person would be better, since even if you ignore them, they can still spew out intel everywhere.
