wrong because my fps stays relatively steady and at around 30, which shouldnt cause mouse stuttering

I get pretty good fps with graphics turned up max (30 while zoomed out). However, when pings get really high the game gets REALLY REALLY CHOPPY. Like almost unplayable choppy because the mouse movement itself gets choppy.... Is there some possible way of fixing this?
