2 Ocean Navy v 1 Ocean Navy?

More than once I've ended up fighting players who, from geography or alliances, can concentrate their whole navy in one ocean, when I can't do the same. What are good strategies for naval engagements when seriously outnumbered? This is especially true as NA - with SE Asia or S America to worry about...

Kudos for your patient reply, Zarkow.

Still leaves one question, though: why does the game seem to have to run through a server if you're playing only against AI?

Is there an option to play offline, and I'm just missing it?

Worth looking into for alliances.

Example: North America is a good ally for South America against the Soviets because all the Soviets ICBMs pass over N. America (when they get shot down) on their way to S. America.
