There have been other games in which the AI waited quite a while before launching their large coordinated strike. I can't recall if the other AI player launched at the same time, or not.

Space, have you tried manually deleting your Defcon folder from the steam directory? After I did that, the re-install worked for me.

Uninstall local content
Delete the Defcon folder

If I'm in an alliance that is working well together, I'll take whatever place I get.

I take it that the city names displayed are in their own language, eg warszawa instead of warsaw. However, why is it Rome and not Roma?
