I used to really want the arcs to be only targetable upon a certain distance of their target, but the more I think about it, the more I'm unsure.

And the more I'm believing that it was a planned choice, knowing the strategic and diplomatic and gameplay elements it would bring in.

Yes, and a wary general also can use fighters shooting at nukes - however, I see that as a game flaw too, and it should be fixed. :P
