I feel that pre-positioned cities are important to gameplay. Whatever territory you are in control of, you must accomodate for its problems.

It's a little annoying to be only able to send private messages to 1 player at a time, its hard to negotiate alliances between two nations at the same time, and do battle plans, if I have to switch between convos and restate everything I've said.
