There is a game option that doesn't allow defections. Other than that, you can quite easily leave an alliance by going to the "Allies" button.

Leave it to the last minute, but if they're smart they'll get nervous about nukes heading towards them and break their alliance themselves, purely for defence.

Nevermind. We'll just leave the silos in air defence mode, park subs off the coast and wait for him to launch. Then we'll have everyone hit the silos and the cities, and he'll ragequit. Then Africa will backstab the USA, the host will leave the game (ragequit #2) and it'll be game over.
